Governor Shapiro Signs Executive Order on Data Center Development

On August 18, 2026. Governor Josh Shapiro signed an executive order to protect Pennsylvanians' health, environment, and voice in data center development. Executive Order 2026-05 mandates that data center developers meet strict Governor’s Responsible Infrastructure Development (GRID) requirements to operate in Pennsylvania, including:

  • Bring their own electricity to protect energy prices for Pennsylvania residents
  • Comply with high environmental standards
  • Secure ALL local approvals before getting permits from DEP.

The order also removes data center projects from the PA Permit Fast Track Program and bans nondisclosure agreements.
